(1) The Ministry subject to Section 11 may, in consultation with the Provincial Ministry, publish a notice in the Nepal Gazette and demarcate any part of the following National Forests and the related geographical peripheral areas and make a special action plan and declare them as Forest Conservation Areas:-
(a) Environmental, ecological, scientific or cultural significance from national and international perspectives (B) found to be sensitive in terms of watershed protection,
(c) necessary to protect and manage the forest flora and fauna outside the protected area, or
(d) Seen suitable for the development of tourism. Explanation: For the purpose of this section, "territorial area" means forest and community areas interrelated with forests and natural resources.
(2) The action plan approved in accordance with sub-section (1) shall be implemented by the Division Forest Office.
